"A new mental health law passed on March7, 1952 makes it easier for a patient to be admitted, particularly in relation to the less severe case. Under the old law it was necessary for the two examining physicians to certify that the person was insane. Under the new law the physicians are required merely to certify that the person is mentally ill. The term mentally ill includes all cases of mental illness, mild and severe cases," Dr. Hall exclaimed.  The article then goes on to describe the contruction of new buildings such as the kitchen, " The roof is on and inside work is proceeding on the kitchen, bakery, and additional refrigeration units building at the Columbia Division. On the tour Governor Byrnes noted overcrowded living conditions, patients without clothing, a lack of elevators, the Taylor building which was deemed uninhabitable, and the kitchen "where meals for the entire hospital are prepared with generally antiquated equipment. Some of the huge cast iron pots date back to 1915, a staff employee said. Holes have to be plugged up from time to time to keep them in service." One of the patients was heard saying the following during the tour,"There go some more of them into the kitchen. I hope they give 'em some of those grits."</text>

                <text>Continued from the article of Governor Byrnes talk to the General Assembly, Byrnes states "the State hospital is Problem Number 1 for this legislation session." Byrnes presents the facts about patient to staff ratios( one doctor for every 445 patients, one nurse for 290 patients, and one attendant for 18 patients.) These employees work between 60 to 72 hours a week. "The hospital is rated as the most overcrowded mental hospital in the United States with the exception of a hospital for Negroes in Alabama." Byrnes then goes on to list "emergency problems demanding immediate action" in order of their "urgency". A new kitchen is third in line as an emergency problem, "Next in urgency is the need for improved kitchen facilities at the Columbia Division. The Kitchen was constructed in 1915 to care for 1,800 people. It now provides for approximately 3,000. The equipment is entirely inadequate. There are no facilities for serving warm food to the various ward dining rooms."</text>
