                <text>This article describes the overcrwded population at the South Carolina State hospital and the yearly increase of amitted patients. "A new mental health law passed on March7, 1952 makes it easier for a patient to be admitted, particularly in relation to the less severe case. Under the old law it was necessary for the two examining physicians to certify that the person was insane. Under the new law the physicians are required merely to certify that the person is mentally ill. The term mentally ill includes all cases of mental illness, mild and severe cases," Dr. Hall exclaimed.  The article then goes on to describe the contruction of new buildings such as the kitchen, " The roof is on and inside work is proceeding on the kitchen, bakery, and additional refrigeration units building at the Columbia Division. This should be ready next year."</text>
