Excerpts from the annual report of the Asylum's superintendent, 1874, discussing progress on the construction of the south wing of the building, request to levy a special tax to fund further construction of the building, the need for more space at the institution, and a survey of worldwide institutions and their populations. Other topics include Dr. Ensor's successes as superintendent, corruption in the spending of public money, whether or not to keep "idiots" and "imbeciles" at the institution, a new water closet installed in the Mills building, and the financial state of the institution. Also includes a card bound into the packet under the front cover: "Compliments of Dr. J. F. Ensor."
